I heard, I'm not sure where probably read it somewhere in DB, that when you chose "create final" DB creates one .exe that contains everyhting used in the program so that you can take that exe anywhere, use it as a standalone app, and not get any errors that the media isn't in the same file or whatnot.

If that is true, does it work for .exes as well? As in, if I created a program that executed a shell of Notepad, when I created my final, would DB write notepad into the code of my program so that even if the world ended tomorrow and I could actualy find a decent computer that didn't have notepad, I could still run my program?

Executing a Shell statement will not embed that app into yours. "Shelling" is the terminology given to running other, independant applications from yours.
