i wanna make a city you can drive street race in

BUT!

what is the best and easiest map editor to make the city in???

I'm not sure but probably big enough.
A better idea is to make your own.

use cartography shop or milkshape, anim8or is free but not such good as milkshape or CSHOP but its better than doga.. www.anim8or.com if im right.

Do you need a complete FPS,3rdPS engine ?? Or a collision command libary?? well here it is:

I would go Milkshape. My experiences with Cshop lend me to believe that it's most useful for complex indoor environment rather than simple outdoor objects.
