if you're looking to learn some html, you can right click any website and hit view page source to study its source. This is real helpfull to someone starting out with html; go to angelfire or somewhere you're sure to find really basic websites and learn whats what.

Only on the right half of the screen can you truly find zen.

for a C/C++ ide I recommend using codeblocks
http://codeblocks.org
It uses the same compiler as Dev C++ so you won't have to worry about different syntax
plus it supports multiple compilers, such as microsoft VC++ toolkit, and its a breeze to use(and has awesome debugging)(btw of course its free)
