Well why don't you e-mail her and ask if she meant that she believes that that is always the case, or if there are exceptions? My guess is, is that especially if you present her with your Somalia example she'll agree that there are exceptions. I'd also assume that she's referring to the majority of cases in the US, not extreme cases out of the US. And of course, she could have made a mistake; I've yet to meet someone who was
always correct.
