is there a way to rotate an object at a point other than the center??

If it's a model, you can export it with it's datum off-centre.

Otherwise I think you need some clever maths. In which case, you probably need EZrotate.

you could glue your object to another invisible object and offset your object then rotate the invisible one

When I export my objects, it exports them so they rotate off-center even though i WANT them to be centered

you must be moving them within your modeler,
try creating a bog standard cube or something and dont do anything other than export it and see what happens
