What is a Good amount of polys for a dbp game? Like an FPS on a 800mhz geforce2 256ram pc...?

It really depends on what your rquirements are. The best thing to do is develope your routines first with low poly modals and then work up. That is how I am doing it. There by I can perfect the code before developing the complicated stuff.
The fact that you need patch 4 before you can truly judge what you can achieved would support this method.

I am going to develope the program before patch 4 so that lower spec machines could run the game when the new patch is added.

For a FPS I would make sure each character is less than 1000 polys as a start point

the polys aren't the first problem :
try to make a good code before you make your objects because if you don't make a good code, you don't need a lot of polys
but if your code is good, then you can try to make the bests objects, the bests pictures, ...
