Actually, it should be the total opposite. Windowed mode syncs are having to use an offscreen buffer to implement a "poor-man's page flip". In full screen mode DirectX can actually handle true double buffer page flips accomplished by a quick memory address change. Windowed mode cannot do this. It has to actually copy the offscreen buffer to the primary display buffer (which is ten times slower).
