i have a player object with animation its a model from dark matter thats already animated i have the walking animation appended and so when i press up he walks across the screen how can i make the animation more smother from the last frame to the first because its to noticable?

I'm afraid there's nothing to do about that... maybe you could find another animation or make one yourself (or edit the bad one if possible) in a 3d program like 3d studio max

you really mean theres no command dealing with frame rate perhaps so i can alter the speed of frame to frame

I don't know exactly, I never worked with animation files in DB. I thought you had an other problem; that the transition from the last frame to the first frame wasn't smooth.
