1) Can Blender import .x files for "in-game" style cutscenes?

2) Does it have a keyframe click-and-drag interface?

3) Can you edit or make models with it?

You can't export animated x files directly from Blender to FPSC.

You need Fragmotion to get them into a format FPSC understands.

Unless you're dedicated, I'd probably stay away from Blender to start with. It's a fully featured 3d program, with heaps of menus and confusing lingo.

Maybe milkshape would be a good first step. I've seen some pretty decent stuff done with it, and it's as easy to use as you can get.

It's got a decent community too.

Can milkshape make cutscenes? That's what i'm going for.
If so, is it freeware, or paid?

Maybe I'm mistaken, but I thought you were going for in-game cutscenes, which milkshape would be fine for.

It doesn't have renderer, so it's not good for making cutscenes with the story zone, if that's what your after.

I'm not trying to be elitist or insult you, incidentally, it's just learning 3d is a mssive undertaking, and milkshape is a no frills program that does what it does simply and without clutter, which is why I recommended it.

Milkshape costs 25 bucks, I think.

There's always Blender, but I needed to buy Fragmotion to make it work with FPSC (FM is another program worth considering, for the same reasons as milkshape).

But like I said, if you're going to use one of the big boys, be prepared to work hard trying to learn it.

Blender is a viable option. It is a little complex at first, but the lingo isnt really confusing if you have been immersed in 3d for a while. Exporting to .x from blender and importing for that matter, hasnt really been the highest priority for blender developers, so that explains its lack there.

It CANNOT import .x natively, but can export it.

Make sure you also have a read of the release logs for the recent versions of Blender. They cover things that aren't in the manual.

Other than Milkshape (or Blender), that's about as cheap as they come. Especially for a program as full as that with the Gamemaker in mind. Better get used to Blender or Milkshape then. Just remember though that anything made in GameSpace Light (or Gmax, Maya Learning Edition, etc.) cannot be sold commercially; but you can use it for personal games, or free models, etc.
