DLL Talk / Empty's DLL program?

Hi I read in the Visual Basic Plugins for DBP - Support Resource sticky
at the top.. that there was a Empty's dll.... program.. though
I can't find it.. does any one know where I can get it?

or is there any other program that works with VB6
I tried using VBAdvanced but I kinda new to writing dll's
so couldn't understand it so if someone has a tutorial on this?
please help...
