I don't call that modelling. Its like the 3d game maker. You choose all the options, but you didn't make the components. Generally, the less work you have to put into something, the less it is your work.

You didn't model the plants. By modelling, i mean creating a plant from scratch, poly by poly, box modelling whatever. Frankly, i think that all of these competitions should include texturing. Its part of the job. Maybe in larger companies there will be an extra guy to do the texturing but in small companies you gotta do a lot more. In a basic terrain + water nature scene, the modelling makes up for about 20% of the scene. Anyone can move some verts up and down to make mountains. More than half of this compo is about texturing, atmosphere, lighting, sky, ect. All of that was done for you, so I don't think that the entry should count.
Certainly its a useful tool, but i don't think its fair to use it in a
contest
Keep in mind that people here are using things like wings, milkshape, blender, ect. Blender does have a terrain generator, but all it does is make some mountains, and color them solid colors(not photo-realistic textures) according to height. I would say even that is not okay either, as you didn't model the mountain. The defining factor in a competition like this should be skill..not the amount of money you have to spend.
Explain to me why some people pay money for 3d software? Its not 3d till its been blended. wwww.blender3d.org
