I need to know can I make the fire in the attached picture hurt me when I step into it?

You need to use a "hurt zone" overlaying your fire, in the editor. You can find Hurt zones (among other zones) in the "Marker" section of the editor.

make it non movable
and then attach a melee script to it?

Hurt Zones are alot quicker to use, and are better. Making an enemy takes up time and isn't worth it. Especially making a melee script when there's an already prepared Hurt Zone script for you.

One last question the smoke you see goes away and then comes back how do I make it stay there?

i think you can change the speed of the poofs try makeing it faster or slower.
