I posted Scribble Master here last year. Since then, some people have downloaded it. I'm still working on it. There are improvements and new features. Most recently, added some filters for color and luminosity control and other image editing possibilities.
It's not perfect. You may find it useful. You can make seamless tiling textures very easily. Of course, it's free. Made with DBP. The menu is XBLite.
What it is:
* Simple, uncluttered interface. Dedicated canvas.
* Animated brushes with adjustable randomized actions.
* Load any image for use as a brush.
* Includes a selection of unique image brushes and gradients.
* Variety of color controls, including randomizers, metallic brush tip, tracing mode, eyedropper, color changing, glazing
* Unlimited brush, image and text sizes.
* Load .bmp, .jpg, .png, .tga. Save .bmp, .jpg, .png,. gif, .tif.
* Quick save option for one button .bmp saves.
* Load images, stretch or shrink to fit the canvas, blend, tile, blend luminosity. Crop
* Load and paste images centered at the mouse cursor, with transparent backgrounds and alpha mapping. Scale, rotate, flip, mirror and color.
* Paste Text. - Set font and color, alpha mapping, text masks, flip, mirror, rotate.
* Canvas size from 256x256 to 1152x864.
* Lots of filters for direct color control; including increase, decrease, sharpen, dull, lighten, darken. Also luminosity, antialias, and special effects.
* Keyboard controls and shortcuts. Paint with the mouse.
* Information console gives a continuous readout of all things concerning the brush.
