The now known "Hammer" editor is used for creating BSP files for HalfLife but it allows you to create your own BSP files with your own Textures. You really need to generate textures and place them into WAD files before you can use the editor to it's full potential but either way, check out http://collective.valve-erc.com/index.php?go=hammer for Hammer and http://www.telefragged.com/wally to download the Wally texture creator, it supports building personalised WAD files.

These two utilities are excellent for general level and texture creation.

I've found that you only require those games for the textures and to test levels for them but other than that, I've found that I can create BSP files using my own WAD files. You obviously still need the BSP tools like Zoners Half Life tools etc.
