It can handle bump/normal maps. Not entirely sure about displacement, but don't get your hopes up. Reflections are not possible.
Flashlights can be imitated by using an overlay on the screen with a transparent center, but it won't be actual in game dynamic lighting. The lights you place in FPSC cannot move.
Melee weapons would have to be custom, but there are knifes/fists in the model packs.

FPSC doesn't work well with high-poly models. Enemies/weapons can be a few thousand at most...but entities are usually rather low poly.
Dual wielding is possible, and I think there is a tutorial on how to do it somewhere. There are also duel wield weapons in the model packs.
Custom projectiles - yes but you are limited as to how they react.
