Perhaps the thing you ask for does not exist? And if that is the case, why can you not make it yourself? And if you cannot make it, then you will most likely have to make do without.

The thing you ask for is complicated, and will only be completed when somebody with the inclination decides to do so. Said people are in short supply and high demand, and probably won't work for free.

Do you mean a "Distortion" like effect, also known as "Noise Filter" which is also used in Silent Hill and Penumbra? ... Well, it's already possible with a bit scripting and the "Noise" functions of almost every photo-manipulation software.

A few hints:

-> Huds
-> Transparency
-> Timerstart / Timergreater

I for one, and some others too, already did such a faked "Noise Filter", and well... with a bit work it looks pretty good.

the idea came from sillent hill....i made a hud noise filter but it was still and wasnt good....look

Funny this thread would pop up I've started work on a pack of animated noise filters last week that cover the screen. They won't require a shader to work, so they shouldn't really affect frame rates as full shader effects enabled would. Don't really have a release date set for the pack yet, but I am using the same method as Doomster mentioed, in case you were interested in trying it for yourself.

This is very simple, just make several noises huds (1024,768) and make a alpha map. Then just with a script let it hange the hud with a variable and random caunter (+timer stytem), so it looks more realistic, and moves. I have made severals.
