Actually Paradox Engine has no editor whatsoever. The level editor SH4773R is using is MapScape, free to download
here.

The engine is written in DBPro, and as far as I know there is no wrapper for Bullet for DBPro. Actually I am writing one right now. Expect to see it in the WIP forum soon.
