I was wondering if a video has a transparent background will it be possible to turn it into a decal?

Yeah, its possible, but it would be a painful task Youd have to cut up the video frame-by-frame and make each one a frame of the animated decal. I think there are actually a few tutorials out there for doing this, give it a search

Actually it would be very easy! Just as long as it has a black background. Put it in after effects and click the blend mode as screen and then you have your tactical nuke

LOL, well go for it mate! I am a noob when it comes to video editing (movie maker is the extent of my knowledge ), so I had no idea
