Yes and I'm sure all of us drink whilst a small child is in our care. If she had been drinking I think there would be more reason to demonise her. Yes, I understand there's underlying reasons why people become racist, but this is an outburst of horribly offensive and hurtful comments towards people's race. It's possible she got into an argument with somebody and used race as a means of insulting them, but I sincerely doubt that every single member on board that we can see in the video that she is being racist about heated her up.
Not only that, but the swearing in front of other people's kids despite being asked not to and the general display of behaviour to her own child that shouldn't be replicated and he shouldn't find encouragement to do, particularly from his mother.

There's a lot there that I can see is wrong regardless of context. All I need to say is "children" and that already covers a lot of bases. As somebody said, they feel for the kid and I do too, if anything that's the most worrying thing out of the whole video. The idea that she COULD be drunk worries me more.
As for people being racist when drunk, I know I'm not one of those drunks, yes, I tell racist jokes because my humour uses a lot of parody, but because it's easy to misinterpret I keep away from them unless I know somebody's no going to be offended. Whether I'm sober or drunk it doesn't make a difference to that.
However, I do know somebody who has no problems with people's race to start getting more and more verbally bigoted as he drinks, but he's not dangerous nor will he be abusive, but I do outbursts like him walking back shouting "****ing [insert racial slur for Pakistanis]". He's embarrassed when he knows when he's done it. So I can understand why there might be that kind of context, but I think from racial slurs to a full out argument about people's race suggests there's some basis in her own attitude that's not just influenced by alcohol. And of course, if she is under the influence of alcohol, that child is not in safe hands.
