Attached is all the files to do this ,, just download to desktop and extract using file paths if FPSC is in C:\Program Files\The Game Creators\FPS Creator all files will go to where they need to be, I did not do a LOC file though
To use just change the texture files then load the entitybank\generic\overlays\grafit1.fpe file into F l a t l a n d e r FPI EditPad download is here

textured = texturebank\common\overlays\Grafiti\grafit1.dds
to your new graphic and make sure you also change the
desc = grafit1 to your new graphic for it to show in the entitybank\generic\overlays directory
