I want to clear up several things here.
I acknowledged what type of app you are making and realized why you probably couldn't put it on Google Play. You confirmed that was the case.
I did not call you a scammer.

This is false. Google Play
does allow real money gambling apps (
link). However, INDIA has quite a few issues so Google Play does not allow the distribution of them in India (among other regions). Some of those issues are
1) Some areas consider it illegal. ex: Sikkim, Orissa
2) Some areas require a local govt license. ex: Nagaland, Sikkim, and Tamil Nadu
3) Some areas have their own regulations. ex: Assam, Sikkim, and Nagaland
4) India evidently either has no AML/KYC requirements or only a tiny few banks mandate it. ex: Reserve Bank of India

Those are common alternative digital distribution points. They may not be as well-known as Google Play, Amazon Store, or Samsung but it's a safe bet they are more well-known than your website.
Now, as far as real-life currency is concerned. Look at nlop.com and globalpoker.com to see how other apps/sites do it.
IMO, you're in way over your head. Despite that, I still have, from my very first post til now, offered help and advice.
If nothing else, I'm all for giving someone enough rope.
