Are there any tools out there that will make good looking cutscenes to help the story of my game move along smoothly ohh and that will also export to avi. or wmv. formats.

Windows Movie Maker-Free and easy to use (Has everything you need)

Pinnacle 9- Good for movie edditing

Ulead Video Studio- Another good movie editor

Fraps-Screen Recorder

Movie Maker... free with windows, and has ALMOST everything u need, you still need to import some stuff.

um yeah any modelling program that exports rendered animations. Not going be cheap I reckon though.

God modelled man in his own reference image.

Well, it'll take a lot of learning, its not like drawing pictures, but I would use,

Free apps I would recommend;
Anim8or (Don't use to export models into DB, just use for cutscenes)
Blender (Awkward interface, but very good a powerful)

Buyable (Slightly out of your price range)-
Shade 7 designer LE £56
AIST movie 3D £68

Other modelling packages I can think of won't let you render to animation, google em and check out which one you like best dude

Your signature has been erased by a mod because it's larger than 600x120...

I'll probably end up using anim8or cause it looks easier to use and I dont want to take too long learning something new

the only problem with anim8tor is as far as i know it doesnt really have a renderer more of a print screener lol.

EDIT: so ya i would recomend trying blender.

it does have a renderer, very simple though, has a raytracer if you turn it on which allows you to cast shadows, was my first 3D app
