If I buy dark matter 3, which comes with vehicles, will I be able to use them without any other programs?

Yes, you can use them, but it takes some work. First off, the texture has to be converted (BMP does work, BUT it will have some transparent spots (aka holes) in the car) and the car needs scaling down. The scaling can be done in the FPE, but only if it is static. And you can't drive them, as Duke said.
