Can I Have a custom command line in a game and have the player send his media file to the other person on the game?????
I think Its a good Idea because Doesn't Minecraft do that?

Sure you can do that in AppGameKit but you have to create the command line your self and there should be good code snippets in the forum to send media via the multiplayer commands.
And writing plugins for a command line is also possible but I don't know off an existing one.

You could use the ShareImage()/ShareText() commands if it is for android/ios
