Here's a way to look at what Riker 9 is. You build a game in the FPSC Editor, then you click the "Build Executable" button, which makes an EXE for your game.
When you click on the EXE, it calls the scripts, which in turn calls the media, etc, etc.
Riker 9 is a new EXE. It allows you to add different functions in your scripts to add certain things (flashlights, drive cars, land mines, allies on your side that do damage to other enemy, etc) as well as proformance enhancements (higher FPS, less crashes) and fixed somethings that were broken (save/load game, ladders).
